Does anyone actually buy or sell these as bullion? As I recall, some of these pieces have been selling in the secondary market for a lot more than retail.

What? The proof Silver Eagles? Yeah, but that had been done with the Walking Liberty halves. But I don't disagree because it's a breath taking design.

From Dan's site....."Each 2009-DC "proofed" Silver Eagle starts out as a US Mint produced non-proof 2009 Silver Eagle dollar with no mint mark. They are then privately over-struck with template dies to impart a proof-like finish". I ordered one as I'm a collector of most of his items. I like the O/S pieces. For me it would depend on how much ghosting from the host coin was visible. If it is supposed to be "proofed", I want it to be mirrored fields with frosty devices. The reverse is too different from an ASE to do that.
