Does anyone know when these type holders were being used. I don't like them, only because they don't fit in my album correctly.

 

What you have there is a PCGS first generation holder, as a certified collector of MPC
i come across these frequently, they are very flimsy and offer very little protection
Especially from damaging the note inside because the holder is of lesser thickness
and bends easily also the notes in these early holders tend to be over graded as i am aware of many that were paid off by PCGS when they came in for rehoidering.
