Do you have it in your possession? If you open the clasp and take a clear head-on picture of the coat of arms, there's probably someone who can identify the issuing country at least. It reminds me of some Central European coins I've seen, but I'd need a clearer look.
The writing on the side indicates that it is a love token (tie clasp or jewelry bit) of sorts. The Words on the center coin translate to "for the love of you" then the persons name. I found a reference for s.r.i.p.i.a.c. as part of a legend on German coins.
