Need some help IDing a coin

    I was cleaning out some of my stuff at my parents house and I came across my old coin collection.

    I found a coin(or something) that I have not be able to figure out what it is. I know I picked it up in France back in 1999 or 2000.

    • No denomination
    • Paris Mint container
    • Eiffel Tower
    • Notre Dame Cathedral
    • Louvre(?)
    • Arc d'Triomph
    • obtained in Paris
    Let me take a wild guess and say it's a French medal, probably related to the inception of the Euro.

    However, I can't find it on the Mint's site.

    What are the designs in the 12 small circles?

    "Monnaie De Paris" is the Paris mint and I'll guess that this medal was struck to commemorate the upcoming release of the Euro.

    I will venture a guess that the designs in the twelve circles are the other European Union countries.
