    The reverse is SALVS REIPVBLICAE; Victory advancing left holding trophy over right shoulder and dragging captive; in left field Tau-Rho

    I can't really make out much of the obverse legend; but this type was issued by
    Theodosius I, Arcadius, Honorius and Valentinian II.

    The mint mark might be SMKA, if so, it is from Cyzicus
