I can't tell from the pictures - the small obverse picture shows some remaining luster. Same with the reverse - plus the reverse looks like it has some wear. To me it looks like an AU coin. Can't say about the cleaning, but if so it was light.
It looks like the coin was cleaned in the past (10+ years ago) and has recovered some toning. Judging by the color around the wreath, there are some odd uneven lustre.
The lighter areas at the reverse wreath look a bit odd, but I am not convinced that the coin has been cleaned. The rest of it looks perfectly natural, so I suspect that the light areas might be natural and the effect of lighting.
