Do you have the weight and diameter? If I have nothing else to go on, a Numista search by weight/diameter/composition will often narrow it down to a manageable number of choices. Edit: It looks a bit like Dutch india. Here are a 1/2 and 1 Rasi for comparison:

I did a search by diameter and weight and found nothing close. Not every coin is on Numista, and if the diameter or weight fields are blank, it might not show up in a search even if it's there. All the designs I could find that were even vaguely similar are from South Asia. I suppose it also could be some sort of token. Good luck...
I am also stumped but very interested in solving this mystery.I agree that it is from from India.I think that it is a token .I think that the 25 pellets are symbolic of something like a 25 year reign celebration .
