What research have you already done? I see 4 standards on the reverse. Antioch in Pisidia used standards as a common motif. Same with Nicaea.

    Gordian III, Bithynia, Nicaea???

Mainly because I think that I can see M ANT GORDIANOC AV with a radiate head right, combined with stanrds that would fit with Nicaea.
