Tough one. I can only make out for sure the letters CON on the flan at 11:00 clock, so I'd guess it's a Constantinian bronze, of Constantine or his sons.
One other thing that is a bit weird is the apparent line around the eyes, looks like eyeliner almost. I guess wear and tear does interesting things to coins.
Well, it's an unofficial, or barbaric coin, a contemporary imitation for local use. The designer of this coin probably was less skilled or not interested in manufacturing a perfect imitation of the imperial coin.
that is actually the Siscian style for this issue, though this unofficial issue does not get it quite right.
