I normally do not buy coins that aren't well preserved both obverse and reverse, but I liked the obverse portrait on this one. I'm having a really hard time identifying it because of the very well worn reverse. Can someone help? Æ18-21; 5.4gms

I think it might be HERM 180; HOOVER HGC type 347. Thank you for any help.
