    Rusted and worn 1943 steel WWII cent. I can't tell the mint mark.

    all the steel cents i've seen are silver in color, did they plate (copper) them also

    You need to give us more. Full pictures of the Obverse and Reverse. Any coin can be plated. There are 1943 steel Cents that were definitely plated to fool collectors. They were sold as novelty items.
