Need An Explanation About This 1963 Cent

I have this 1963 Canadian cent that has strange denticles from 11:00 to 5:00. The denticles are outlined but not struck with any depth. The reverse of the coin is normal. Any ideas as to what has happened here? There is some evidence of die deterioration in the area in the detail pic (more noticeable in the second
picture). Is this all it is?

Maybe it was partially clogged...

 

Most likely an effect of die deterioration.
