Tough piece to id. I have a book, "Medallic Portraits of Washington", 2nd edition (318 pages), covering Washington issues from around the world, 1783-1999. Granted, I did not read all of the inscriptions (most had photos), but I did not find your piece matching any of the photos. I found three that had the same inscriptions in the same locations (for one side), and a very similar but not quite matching Washington, but the other side typically had some advertisement. While not the same as yours, here is some pricing and info for the similar ones to give some frame of reference, albeit a weak one.

    1) Numismatic Scrapbook Magazine, Baker # 705, Gilt brass, 28mm, value in Unc - $25. This token was used by Lee F. Hewitt, founding editor, as a form of thank you to literary contributors. Hewitt was editor from Jan 1935 until April 1968.

    2) Stack's, New York, NY, Baker # 737, dated 1939, aluminum, 28.5mmm struck by the Osborne Coinage Co., Cincinnati, value in EF - $2.50, value in Unc - $5.50.

    3) G.M. (General Motors), Baker # 747, gilt brass, 28.5mmm, value in Unc - $15, obverse noted same as Baker # 737, also struck by Osborne Coinage Co. (formerly Osborne Register Co.).

None of the three are shown with holes. Values are from 1999. If you wish to do some more digging, hopefully this will give you a good starting point.
