They circulated for a few years then became available only through the mint. Like mentioned above, you can find them coin roll hunting. I've got a few I got in circulation a while ago.
They made a reverse proof coin for Bush. It is only available in the Bush “Coins and chronicles”set. I believe it is still available thru the mint.

The only Presidential Coin Chronicles Set is Ronald Reagan. It came with an ASE-S which is really the only reason I bought it. When did the Washington dollar start? I've been collecting the Presidential Silver Medal. I set it up in my Enrollment. I've been watching the price go up and up with each one. If you start something, it's hard not to continue so you can have a full set.

The Presidential Dollars started with George Washington in 2007. Four were issued each year. So we have them but to be a coin that present must be Deceased.
I collect silver proof sets and have all of them back to 1992. Not long ago I realized a side-effect was it gave me all the presidential dollars in proof. Except G.H.W. Bush. That's when I found out it was kinda expensive to finish the set.
