I have recently won a raffle at my LCS for a PGS Ms69 certified Wheat Cent. I have not heard of PGS, and was wondering if the grade is reliable. The red book lists A MS 67 at $425.

No they are not reliable, and I can see by your photo it is nowhere near a MS69.

That slab comes apart pretty easy, it is a self slab.
you should try and get a better pic of the obverse and reverse,
it looks like a 64R maybe a 65R. depending on luster.

MS 69 is almost perfect. Which is not likely with a business/ circulation strike.
To my ignorant eyes this coin is not even MS-65.
This coin is worth around $1.
Congratulations! You are the big winner.
It does look red which is nice, and the reverse is decent. The obverse is kind of mushy, MS 63/64 RD.
WHERE IS ED WOOD WHEN YOU NEED HIM?

Oh it's a nice coin, and I would like to have it.
But you know they aren't giving away some thousand dollar coin.
It's a keeper. Nice color. I like the wheat backs.
And it could be worth more than I said, that's just my opinion.

Yeah, from the time I first saw it I knew it probably wasn't a MS 69 saying that a coin is graded on a scale from 1 to 70. But I thought it was a neat coin and would look nice in my collection.

Is hard to tell from photo, but there looks to be three black spots on the
    obverse edge.
