Wow... that seems undergraded to me too. At least a 69 if not 70... I can't find a single mark on the coin or trace of wear. A clearer picture would be needed to tell... under high magnification maybe there's tiny defects you can see that you can't see in the picutre, but at most it would drop to a 69. I haven't seen ANY coin look this good before.
