Mostly uncirculated - kind of like mostly dead?

I saw this auction on eBay, with the coin described in the title as "mostly uncirculated." Reminds me of the Princess Bride character being "mostly dead." I'm pretty sure it is or it isn't. In any case, it doesn't look anything near uncirculated.

Not at all. Mostly uncirculated translates into Almost Uncirculated but not quite

Maybe most of the coin was protected in a 2x2, but part was hanging out while it was being circulated.
