    Looks like someone was trying to make it into something else. Surfaces have been ground off and some coin with FIVE CENTS on it was pressed into it as seen by the reversed letters.

    Looks like someone took a type II buffalo nickel and gave a coin a vice job.

    Perhaps someone was attempting to make a false die? unlikely but I suppose it is possible.

    It would help if you gave the size and weight. As others have mentioned, it appears to be vice job with a Buffalo nickel to produce ????.

    Someone took an unstruck 5c planchet and squeezed two buffalo nickels into the available surfaces. In other words, a vise job.
