Great topic (really thanks) I'd say there are not that many underrated coins on the market today. Those low mintage $5 unc gold modern commems are the closest you will find to an underrated coin. Maybe some years of Jefferson nickels (if we have a Jefferson nickel person please let me know which dates you like). Cladking may have some good ideas on this one.
Standing Liberty Quarter or Buffalo Nickels, just think about how many of them are found with worn off dates, espcially the early ones.
I agree with Danr that the modern gold commemoratives are underappreciated. But they were even cheaper a year ago when it was frequently possible to buy them below melt value.
Gosh though, anything gold now is virtually a "VERY RARE/SPECIAL" purchase for poor old me. The last thing I got was an 1898 5 Rubles which was a gift for the wife. Initally I was going to put it in a little frame but like all the other SoDak RedNecks it's now in a necklace. B
The 1 Pice coins from the East Africa Protectorate are very underrated,as you don't see them very often,yet they are priced too low.Another underrated coin is the 1920 East African Florin (all 3 mints).How often does one see an East African Florin.Since I have been involved in numismatics,I have only ever seen 4 (3 of them were in the late Bill Lampard's collection),plus the one I picked up for NZ$20 at a fair here in Wellington a few years ago. That 31D Merc Dime has my vote. I just can't figure out why it is rated so low in price and yet I can't find a good one at any coin shows.
I think that a lot of the Barber Halves could gain a rarer status. Example: 1904-S, 1905, 1905-O, 1910, 1913-D. I know that these coins have gone up in the last 6 months or so, but with mintages like that, they should be, to me, slightly higher. There are other factors holding the prices back such as being a later date coin and other factors. , the 1913 Barber Quarter, 1805 Bust quarter, 1828 Bust Dime, 1802 Bust Dime (in lower grades), many Seated haf dimes, 1873 cl3 Shield Nickel, 1879 & 1888 Nickel 3 centers, 1859-1862 Silver 3 centers, 1871 2-center, 1801 & 1802 Bust Halves, 1872-S SL $1,.....& The coin I called a year and a half ago which would go up, the 1899-P Morgan Dollar. It was rediculous that this coin stayed at such a low price for such a long time. With a mintage of just 330,000 it certainly is a rare Morgan. The irony was that I could never find one in nice circulated condition VG-VF-affordable.

Modern crap (some of which I own) isn`t even close to rare. Almost EVERY SINGLE PIECE of MODERN CRAP ever minted still exists..... Hmmm, underrated? Any 1830`s and earlier hand press minted US coins. From 1/2 Cents through Eagles....
I might throw in almost any 19th Century Proof Coins. SUPRISINGLY CHEAP for the sometimes less than 1000 mintages. 3 Cent Nickel Proof ONLY are an absolute STEAL!
