20161128_121707.jpg Would this be classified as missing clad or a hanging chad? Lol. Seriously I am reading that partial clad layer coins might be sought after. Is that true? Thanks for any info 20161128_121707.jpg

In 1983 Lincoln cents were changed to copper plated zinc. The plating has been known to bubble and even flake off. A scratch can also expose the underlying zinc, which rapidly corrodes - search for zinc rot.

BTW, your 1960 and 1979 cents are not plated.
