It's hard to say from those photos, but I'm inclined to say, "No!" I've never seen a coin missing bits and pieces of a clad layer. Maybe some sort of acid was used on it. Chris
Same thoughts also. Environmental Damage. Looks circulated and since it's from 2003 anything could of caused that from then until now.
When the silver is showing on the highest spots, it is not missing the silver clad layer. Just a homeless coin for a time that turned the color.
