Sorry, I think not. It's tattered, torn, and appears to have been cut on the lower left side. Just my opinion. Good luck.
He's referring to the lower printed seal and serial number on the right side. Not the normal, but not a huge error. Might be worth a few bucks from the right person. Probably cost you more to find that right person?
There is definitely a minor misalignment of the third printing (overprint). However, as was mentioned above, the condition of this note is not very good. In collecting paper money condition is #1. That does not mean that you could not get a couple of dollars premium to a new collector or someone that wants that particular date and Federal bank.
