Uncirculated Mint Sets for some years included coins from the San Francisco Mint. (You can check the Red Book for those years.)

Common ignorance over what coins are included in US Mint Sets from 1968 to 1974.

Also common ignorance over the fact that these sets are NOT packaged at the respective mints.

The simple explanation is that, in 1968, due to shortages of cents, the Treasury Department fired up the San Francisco Mint to produce circulation quality Lincolns in addition to all the Proof Coins.

This practice stopped at the end of 1974 since the shortages had been addressed BUT since these "S" Mint cents were a regular part of the nations circulating coinage, they were included in each mint set from 1968 to 1974.

(PS - Circulating Nickels were also produced at the San Francisco facility in 1968, 1969, and 1970 but not the Philadelphia Mint. Philadelphia resumed production of the nickel in 1971 when San Francisco stopped.)
