I am an avid collector of all things related to mintmark variations. Recently I picked up a 1947 Sans Serif over Trumpet-tail S Lincoln cent. I have always thought that calling these types of coins Repunched Mintmarks (RPMs) understates their significance. On the other hand, they clearly are not Over Mintmarks (OMMs) since it is the same letter. It would like to propose that, when two versions of the same letter are used, they be called Over-Punched Mintmarks (OPMs). Have fun.
While I understand your point, you can also have an over-mint mark that is a re- punched mint mark at the same time. That is because there are 2 different punches involved, each with a different design of the same letter. Which is exactly what the coin you mentioned is.
