Mint Proof Set vs. Proof Set (Stupid Question)

    Now nobody heckle me out of the forum, but I have a really elementary question. What is the difference between a Mint Proof Set and a Proof Set? I've got all the (Not Prestige) sets from 1981-2000 from the San Francisco mint in hard plastic holders, and a 1960 Proof Set from Philly which is in a cellophane wrapper. Is there a difference in quality as they both are labeled "PROOF" and look PROOF but are in different holders?

    I believe it's just a matter of packaging and terminology change from one period of time to the next. Nothing more.

    I don'd have pictures but they're exactly the same except one is in a blue cardboard folder and the other is in a green one...

    I'm confused Bone,
    What sets do you have that are in green or blue folders? Are you talking about the boxes that the proof sets come in?
