Mint made or Man made? 1989 D missing LI IN GOD WE

So I was roll hunting and came across this penny. I’ve looked at it carefully trying to see uneven rhythms in the transitional spaces that appear not to have been intentionally scribed. But if they did do it by hand, it definitely has me scratching my head. Hello everyone I haven’t been on the site for a few weeks now. But life has been pressing. I stay grateful.

Looks like a normal zinc Cent to me. The missing LI is due to a debris filled Die, a greaser.
