    Looks like some extreme plating issue across the face.

    Since we are expected to guess, I'll say this Mint error was caused by post-mint damage.

    the center of the coin running north & south is raised considerably ! sorry if the photo does not show well enough.

    Considering the date (1980), I'm sure it's not a plating issue.
