Sorry, no error here. It’s post mint damage (PMD). Note the displaced/raised metal here. It’s how you know it didn’t happen at the mint. Worth face value.
The answer is no. We have a Error Coins forum here on CoinTalk. Please Do not create your threads on the What's it worth forum. If we determine if it is an actual Mint Error then you can ask if there is any premium.
damaged in a multitude of methods ... you'd have to ask the person(s) who damaged it exactly what they did to it.
