Looks like Generic Silver Bullion round to me, not an actual coin.... Most popular US coins have a Generic trade round that look pretty close to them...
It is not leagal tender, and on the coin there is no marking of value outside of the fact that it marks as one oz silver.
It's a silver round. If you can buy it for about $1.50 over melt [including postage] then it's probably a fair bullion deal.
