I have a penny with no obverse, while the reverse appears to be normal Memorial. It does have a rim. I also noticed that it is metallic! (ran a magnet over it). Steel center????
You mean it's ferromagnetic meaning it's attracted to a magnet. I can't think of any Memorial Cent they made with a steel core. No such thing. Probably some magicians coin that was machined in order to perform some magic routine. I have similar altered coins in my magic coins collection. Calling @Jersey magic man What do you think about this Cent?
I bet a dime fits right inside. I have an older one with a two piece round part. The top has a magnet hidden inside and the bottom part has a felt circle that you place this down on the bottom. Under this half (cent shell) is the hidden dime. Put the lid on and the cent half sticks to the lid. It now appears a cent has changed into a dime.

I see I have both a "wheatie" and a memorial cent shell. Somewhere, I have also collected the memorial like yours. A dime fits inside either of mine.
I also think that it is a magician's coin. Probably used with a finger ring with a magnet (on the palm side of the ring). This allows a disappearance effect with the wave of a hand.
I had a penny years ago that was attracted to a magnet. Can't remember what year, but I researched it and found a foreign company made some pennies and had enough metal to attract a magnet. I think it was Canada. Anyway some can be found in America I read. I sold mine for around $80.00 about 5-6 yrs ago. Just food for thought. LOL
