Melted letters or messed up stamping?

Can Quarters letters get melted together with use or would this be a stamping error? I thought maybe they had been scraped off but the “In” Of In God We Trust seems raised instead of flat like it would be if rubbed off? So basically the I and N in the word “In” are raised but together instead of being separate legible letters. Any ideas what caused this?

Welcome to the neighborhood @Ashso !

I can't tell a thing from that photo. It's best if you take the photo from directly overhead with lighting at 10:00 & 2:00 at a 45 degree angle. That way, light will bounce away from the lens.

Circulation wear to the letters caused that effect.. Not a mint error issue.
