Found this coin in a roll not too long ago. Its a missing edge Washington dollar coin, with obverse and reverse lamination errors!
Its the 2nd one of these I found for Washington. Sorry for the bad pics.

I have located a (2007) Washington C$1 FS-701 "missing edge inscription" (RS) Presidential Dollar, with Obverse and Reverse laminate errors that looks nearly like yours. This is the only place that I have seen anyone mention it. The US mint estimated 100,000 Missing Edge Inscriptions Washington Dollars escaped the mint. Out of that number you have 2 and I have 1. I'm sure that there has to be others, yet I'm sure that they are a minority.

That is not a Lamination error but grease splatter which is quite common on the Washington Dollar.

As for the MEL business, from the photograph it looks like an altered edge since it appears that there are lines running horizontal to the coin instead of up and down (as in obverse to reverse instead of around the circumference).
