This is unusual. At first glance I would have said double strike, but there is NO other evidence to support that. The mintmark has moved up and to the left just a smidge, exposing base planchet which has oxidised. It doesn't appear to be PMD either, so I await you sage opinions. I've seen coins like this before, but this is the clearest example I've seen to date. . Help me, multiple Mr. Wizards!

I'm willing to bet good money that it's NOT a doubled die. If it were, we'd see *something* in the date, but it's perfectly clean. I think plate split doubling is definitely a possibility. It's either that or a genuine RPM. Perhaps Mr. Potter will drop by and offer his expert opinion.
