it looks like a RPM,but I belive a closer photo might reveal it is either a doubling created by strike doubling,or where the MM was punched in, and on the second hit it went deeper,but not really a "repunched" mint mark.it has too much of a round top.if you could get a "clear" photo it would be able to see better.
