It's not a valuable coin by any stretch of the imagination, but I found it CRH'ing and I'd like to make it more presentable. Is there anything that can be done? Brass-wire Dremel tip? Soak in some magical liquid (ketchup, vinegar, etc.)?

Somewhere near the four o'clock position on the portrait side (technically the Queen is also a Queen Mum but they do not use that name this way ...) it does say 1980, yes. Don't think much can be done to make this piece look good again Christian
QEII would only be the Queen Mum if Charles was king already. Hopefully that will be a long time off - Vivat Regina!
