At some point in the past the obv die was mis-aligned in the other direction and suffered a collar clash. The part of the die that forms the top flat part of the rim hit the edge of the collar leaving impressions of the top edge of the reeding on the die. Then when it mis-aligned in the other direction it leaves the clashmarks seen on this coin.
