    Whatever this is (actually I have no idea), it was obviously modeled after a 1000 Deutsche Mark note (the type that circulated between the mid-1960s and the early 90s). The original shows a portrait painted by Lucas Cranach and, on the other side, the cathedral in Limburg, Hesse.

    As you mentioned, your "thing" :) depicts Ludwig instead, and Neuschwanstein Castle, Bavaria, on the other side. Also note it says "Bayerische Mark" instead of "Deutsche Mark". Might have been made in 1986 which would have been the 100th anniversary of Ludwig's birth ...

    Can't say for sure but I suspect it is but a collectible. Here in the US they make replicas of notes stamped in silver and other metals. Probably something like that.
