Yes, You are seeing some doubling on the 2. Probably on the "IGWT" also. The E in ""WE" will probably show a tripled die. The 1972 had a Master Die that was doubled/tripled. It will show up on D and S coins also. All the dies created from that Master had doubling on them, and this looks like one of those coins. Because of that, there are many coins that have this doubled die. I"ve found numerous ones just like this. The drawback from this though, is that there is no premium to these DD coins. Of course, there are other DD coins for that year that are not from this Master Die and some carry a large premium. Check out this website. I just finished sorting thru 2 coffee cans full of pennies, halfway thru the second can every penny looked like it had doubling.
When that happens to me , I know that I will have to look at them all over again after I have had some rest. It is amazing how in the light of day some thing can look so much clearer.
First step to sorting out the pennies was to sort them into decades, then for phase 2, I will sort them into years. I have a coffee can full of dimes I need to sort into decades first before I begin phase 2. I started with a 5 gallon jug of coins, dumped them out and took out the coins that were 50 cent piece or bigger, my coin counting/sorting machine does not take the bigger coins. The small dollars, the quarters, and the nickels are all sorted by decade now. Once the dimes are done, I can start on the phase 2 of my project. I'll tell you what, having a magnifying lamp sure helps speed the process up. I just have a cheap little 1.75X, I will need to invest in a stronger one when it come time to separate everything by mint mark..
