This here is a 61 Jefferson thats in pretty good shape with a really cool blue color. My question is would this be considered full steps? And whether yes or no, why? Thank you all in advance for the input.

    All proofs have full steps.

It looks like a proof to me. They are all made with full steps.

How do you know it is a proof? I am fairly new to this and I received this as a gift from a friend of mine.

Look at how well the coin is struck. That, and the fact that the rims are squared off whereas a business strike would have more rounded rims. Proof coins are manufactured differently from regular circulation coins. The are struck multiple times on highly polished blanks from highly polished dies. Coins of this era will exhibit highly reflective fields with frosty devices.
