What's the lighter strip thru the right sides serials on these $2 notes? Underinking of the black, or some sort of fading after leaving the BEP maybe?

On a circulated note, it may very well be just wear or fading of some kind...but I guess it's theoretically possible that you've got a minor magnetic ink error? (Does the BEP even use the magnetic ink on denominations as low as $2?)

The Series 1995 notes did indeed have an inking problem, whatever they use as an adhesive as a component in the ink was breaking down after printing, resulting in the ink flaking off after moderate circulation. Of course the BEP determined what went wrong and corrected it, but kept it kind of hushed because revealing the problem on a large scale would not have been a good thing. At least it happened with a denomination that doesn't circulate that much. So when you get circulated $2's, about 1/3 of the notes from the 1995 will have this flaking issue. In fact you have a much better chance of finding Series 1976 notes in better shape.
