I can't find that exact one but there were many privately made medals during the Bicentennial celebration between 2003 and 2006.
Maybe this provides a clue: "Caroline County celebration, events throughout 2003. The county is the birthplace of William Clark and his slave, York. The county's Department of Economic Development hopes to build a statue of the explorers through sales of memorabilia and donations.
