Didn't Liberty Coins get shut down for roughly the same thing..
I don't remember the whole story.. I still have my 1.00 Liberty Warehouse Bill.. Just as a collector item..

Liberty Coin got in trouble over their gold and silver "coins', the paper warehouse receipts were not an issue and as far as I can tell do not violate the law. (There is a section of the law that makes it illegal to create a representation of a coin, even if it is an original design and doesn't look anything like a US or foreign coin. Title 18 Section 486 I believe. There is no similar section relating to paper currency, and the law DOES treat coins and currency separately.) The note you linked probably WOULD get them in trouble because it does make the claim to be legal tender which is not true.

It's only illegal if you use it as money, but of course that is the precise definition of "coin".
