Large Size Question

    On 1914 Federal Reserve Notes, I mainly see 6, 7 and 8 digit serial numbers for sale on different signature combinations. Did all the signature combinations start at single digit numbers? It seems on the different denominations, the Burke/McAdoo are easiest to find with a serial lower than 8 digits. Thanks in advance.
