Lamination question 2006 penny

Does this (missing lamination) penny leave the mint like this, or would this have happened after. On a scale of 1-10, where does this rank in the error world? My guess would be 0.

Other then the missing lamination what condition is the coin in?
If its in Unc. condition most likely a mint problem?

 

I think you will find the spots are stains, especially since this is a copper plated cent.

 

Here are two more pictures, one of the obverse and the the other reverse.
These are not stains, I can see the separation of the metals.
