Yes, this is delamination, or a lamination error. Just to gently correct @tammiGee since Jefferson nickels are not plated, they do not have plating bubbles. Any inconsistencies here is from improperly mixed alloys.

@Groundhog- Yes. That's a minor lamination. Not really worth any premium, though the "TJ with cracked skull" aspect is kind of fun.
