Every once and awhile I find a penny with bubbles in it and my local coin dealer said it's a lamination error. Is this true and if so how much money is it worth and how common is it and how does it happen? Also I'm alittle hard to understand things so if you could put it in laymans terms for me. Thanks!!!

Bubbles would be a PLATING issue very common on zinc cents.
Lamination errors look like the metal is peeling like this

They are fairly common and can run from a quarter to $10-$20 for a major lam.
Some folks on ebay believe they are worth 100's or 1000's, but thats typical ebay...

It is kind of hard to tell from pictures, but my first take on that one is that it is a retained strike through.
