Lamination error or junk?

    Found this in pocket change a while back. I've always wondered if it was a real lamination error, which is what it looks like to me because of the back, especially, or just junk...well relatively.

    I wish I could get better pics of that spot on the front. It does appear to be a part of the coin because there is no actual seam around it, but my semi-junk camera is not made for close up pics.

    Any thoughts on it and possibly its value would be really appreciated.

    It looks like something (glue perhaps) was applied to the reverse.
