US Constitution Bicentennial Silver Proof Medal with Washington and Lafayette on the obverse and the Statue of Liberty on the reverse.
So it's a privately issued sterling silver medal with .7 oz of silver in it. And it claims to have been issued for the Bicentennial of the Constitution, but the medal is for the centennial of the Statue of Liberty. I don't think that "COA" goes with this medal. Nor do the two sides of the medal belong together. Washington and Lafayette would be the revolution 1775 -1783, the Constitution would be 1787 - 1987, and the Statue of Liberty would be 1886 - 1986. None of these go together.
If I remember correctly I got this as a free gift when I bought the French 100 Franc Platinum Proof in 1986 from Paramount Coin Corp. but I'm not sure.
