Kisatchie doubled die reverse?

Here is a pic of a coin I think has an extra foot for the bird along with a cropped version of what the coin should look like. Opinions on if others have seen this and if it is DDR?

Not sure about doubled die, I would lean towards a chip. I have found several of these with pre-die crack depressions which makes me think this.

If it were a Doubled Die foot it would be more of the same length
