Kennedy error?

Whats this slash? the other side is flat, so I don't think someone hit it, bit its odd.

It looks like PMD to me. Note how the metal has been pushed out of the gouge along the edge, particularly along the lower right. If this had been caused by, say, a strikethrough at the Mint, you wouldn't see the metal pushed out of the gouge.
